CODE OF CONDUCT FOR BUSINESS PARTNERS

1. Our Commitment
Proger Global Network is a strategic and essential player in the development of Romania’s road and railway infrastructure as well as in the restoration of cultural heritage assets. Our work relies on responsible collaboration and strong partnerships because these allow us to deliver sustainable projects that comply with the highest standards.
This Code of Conduct sets out the essential principles of ethics, safety, quality and environmental responsibility that we expect from all our business partners. This includes suppliers, subcontractors, consultants and collaborators.
2. Scope of Application
This Code applies to all entities working with Proger in the following areas:
- Earthworks, construction and maintenance of roads or railways;
- Civil and industrial construction projects;
- Restoration of historical monuments;
- Any other activity involving a service or supply contract.
Failure to comply with this Code may lead to exclusion from Proger projects or termination of the contractual relationship.
3. Fundamental Principles
3.1 Human Rights and Working Conditions
- Child labour and forced labour are strictly prohibited.
- Equal opportunities must be respected without any form of discrimination or harassment.
- Freedom of association and collective bargaining must be upheld.
- Safe and fair working conditions must be ensured for all employees.
3.2 Environment and Sustainability
Partners are encouraged to adopt concrete measures to minimise the environmental impact of their activities:
- Reduce emissions and ecological footprint, particularly during earthworks, transportation and equipment operation.
- Manage waste responsibly, using selective collection systems and authorised operators.
- Protect biodiversity and sensitive natural or cultural sites located near project areas.
- Align practices with ISO 14001 standards and all applicable environmental regulations.
3.3 Health and Safety
Partners are encouraged to adopt proactive measures to protect the health and safety of all workers involved in the projects:
- Implement risk prevention and control measures.
- Provide appropriate personal protective equipment and ensure regular staff training.
- Develop and update emergency plans for situations such as fires, accidents or landslides.
- Promptly report to Proger any incident or potentially hazardous situation.
3.4 Ethics and Compliance
Partners are encouraged to uphold the highest standards of ethics and integrity in all activities:
- Adopt a strict policy against bribery, corruption, facilitation payments or any undue advantages.
- Engage transparently and honestly in procurement procedures and avoid anti-competitive practices.
- Protect personal data and confidential information in line with GDPR requirements and applicable legislation.
- Comply with all economic sanctions, international trade regulations and relevant laws governing cross-border collaborations.
4. Operational Practices on Site
4.1 Machinery and Equipment
- Only equipment that meets safety standards may be used.
- Regular maintenance must be carried out by qualified personnel.
- Improvised solutions are strictly prohibited.
4.2 Storage and Handling of Materials
- Storage areas must be organised to prevent soil or water contamination.
- Unauthorised discharges or storage outside approved areas are prohibited.
4.3 Restoration of Monuments
- Recommendations of conservation specialists must be respected.
- Any method that could affect the integrity of the structure must be avoided.
- All works must be authorised and monitored in accordance with the law.
5. Compliance and Audit Mechanisms
- Proger reserves the right to conduct inspections or audits, announced or unannounced.
- Partners must cooperate and provide all relevant information.
- For minor non-conformities, a remediation plan will be requested.
- Serious breaches may result in termination of the collaboration without prior notice.
6. Reporting and Open Dialogue
- Voluntary reporting of any non-conformity is encouraged.
- All reports are handled seriously and confidentially.
- Notifications may be submitted to: office@proger.ro.
- Retaliation against individuals who report in good faith is strictly prohibited.
